Melissa Webb, Transportation Engineer, Lancaster Mobley

This month, we’re proud to celebrate Melissa Webb, PE on her 8-year anniversary with Lancaster Mobley!

Melissa is a Transportation Engineer based in our Bend office, where she supports projects throughout Central Oregon and across the Pacific Northwest. Since joining Lancaster Mobley in 2017, she has applied her expertise to a wide variety of work, including transportation impact analyses, traffic studies for short-term rentals in Portland, and project management for complex transportation projects.

Here’s a couple highlights from her last year with us:

Newport Intersection Control Evaluation
Melissa worked with the City of Newport and ODOT on an Intersection Control Evaluation (ICE) for US-101 at SE 40th Street. The study examined multiple intersection control concepts to determine the most appropriate option, considering operational performance, safety, right-of-way, environmental constraints, and costs. Melissa’s work included operational analyses of multiple alternatives, safety performance evaluation, conceptual design considerations for all roadway users, high-level cost estimates, and a life-cycle cost analysis.

FairWell Festival 2025
Lancaster Mobley was hired again to update the comprehensive Traffic Control Plan for the FairWell Festival, helping accommodate large crowds and improve traffic flow. Melissa developed strategies such as encouraging off-site parking with shuttles, promoting on-site camping, clearly marking no-parking areas, organizing egress flow, and enhancing pedestrian and rideshare safety. Her work was key to reducing congestion and ensuring a smooth, safe experience for festival attendees.
